Shawna Bertalot, CIC, ACI, President
Shawna brings over 27 years of industry experience to her role with Wisconsin Medical Society Insurance and Financial Services. After earning a bachelor’s degree in Business Administration from the University of Wisconsin-Madison, Shawna began her career with a London broker handling the placement of Directors & Officers and Errors & Omissions insurance. She also has held underwriting, agency ownership and executive team leadership positions. Much of Shawna’s career focus has been serving the health care industry.
Shawna holds the CIC designation (Certificate Insurance Counselor) and ACI (Associate in Captive Insurance), and is a member of the Professional Liability Underwriting Society, Wisconsin Society for Healthcare Risk Management and Healthcare Financial Management Association. Her large health system experience includes:
- Transition from fully insured to self-funded programs.
- Preparation of loss and exposure information for actuarial review.
- Mergers and acquisitions.
- Physician recruitment, including prior acts and tail issues.
- Claim rehabilitation.
- Resolution of difficult coverage and claim issues.
- Education of new Executive Team and Board members.
Robert Borland, CIC, Vice President of Operations-Holdings Corporation
Bob brings over 35 years of commercial Property & Casualty insurance experience to the agency. He earned his bachelor’s degree in business administration from the University of Wisconsin-Stevens Point. Bob started his career as an independent insurance agent and in 1995 joined Wisconsin Medical Society Insurance & Financial Services to develop a property and casualty insurance program. He later transitioned into a management position and now oversees the agency’s day-to-day operations. Bob has earned his Certified Insurance Counselor (CIC) designation and is a member of the Independent Insurance Agents of Wisconsin (IIAW).
Collette Cesar, Sales and Service Associate
Collette Cesar brings over 25 years of customer service experience in both banking and insurance to her role with Wisconsin Medical Society Insurance and Financial Services. She joined the Society in 2013 as primary support person for Kathy Mueller. Collette has held a Wisconsin Life and Health license since 1992 and Property and Casualty license since 2009. Collette earned a Bachelor of Business Administration with a double major in Marketing and Finance from the University of Wisconsin-Milwaukee.
Clyde “Bud” Chumbley, MD, MBA, Chief Medical Advisor, Wisconsin Medical Society Holdings
Doctor Chumbley is a seasoned physician executive with 24 years of experience in complex multi-specialty medical groups and integrated health care delivery systems. As a practicing OB/GYN and management consultant, he has worked for some of the largest health systems in the country, including Aspirus Network and Baylor Health Care System. He also has held leadership positions for organizations like the American Medical Association Regional Policy Board and the Wisconsin Collaborative for Healthcare Quality.
Doctor Chumbley earned his bachelor’s degree from Iowa State University. He completed his MD and OB/GYN residencies at the University of Missouri-Columbia, his perinatology fellowship at the University of Cincinnati, and is an alumnus of Northwestern University’s Kellogg School of Management MBA program.
Laura Heil Kinart, Account Executive
A University of Wisconsin–Milwaukee graduate, Laura brings over 15 years of experience to her clients. In 2002, Laura became a licensed insurance agent and continued her work as an account representative with Heil Financial Group. She became a full-time insurance representative with Wisconsin Medical Society Insurance and Financial Services, Inc. in 2013—focusing on the commercial and personal insurance needs of Wisconsin physicians. In 2016, Laura worked with WPS Health insurance as a direct agent for the Medicare Market Solutions Team, educating seniors in Wisconsin on the importance of choosing the right Medicare supplement plan for themselves. Laura returned to the Society in 2017 in a new role as a property casualty account executive with large physician groups, hospital and health systems clients, as well as supporting the vice president of business development.
Kathy Mueller, CLU, ChFC, FIC, LUTCF, Insurance Agent
Kathy has been in the insurance industry since 1982 and an insurance advisor with Wisconsin Medical Society Insurance and Financial Services since 1995. In addition to the Chartered Life Underwriter (CLU) and Chartered Financial Consultant (ChFC) designations she earned from the American College of Finance, she holds the Fraternal Insurance Counselor and Life Underwriter Training Council Fellow designations. As a member of the National Association of Insurance & Financial Advisors (NAIFA), Kathryn served as president of the Milwaukee Chapter and as a member of the state board. She is also an active member of the Independent Insurance Agents of Wisconsin (IIAW) and the American Association for Long Term Care Insurance (AALTC). Kathy is a graduate of Gateway Technical College and earned a Bachelor of Science degree in management from Cardinal Stritch University.
Christopher Noffke, GBDS, Director of Group Benefits
Christopher has over 10 years of experience in group insurance sales and retention, including six years on the health insurance carrier side. Prior to joining Wisconsin Medical Society Insurance and Financial Services, Chris held positions at WPS, EPIC Life, Group Health Cooperative of South Central Wisconsin and Ameritas Group, as well as operating his own insurance agency. He has completed the National Association of Health Underwriters Voluntary/Worksite Certification and holds a Group Benefit Disability Specialist (GBDS) designation. Chris has a Bachelor of Arts degree from the University of Nebraska.
Laurie Palzkill, Account Executive
Laurie is a knowledgeable professional who brings more than 35 years of experience in plan design, research and analysis of employee benefit plans. Prior to her current role, Laurie was directly responsible for assisting credit unions with selling, implementing and renewing employee benefits group plans, along with day-to-day servicing and problem resolution. Laurie attended the University of Wisconsin-Platteville and currently holds a Wisconsin Life, Health, Property, and Casualty License. She is your key contact for:
- Individual physicians leaving a group to form an independent practice.
- Individual professional and business insurance needs.
- Physician group health, life, and disability.
Justin Sawran, Actuarial Analyst
Justin completed the Capstone Certificate in Actuarial Science at University of Wisconsin—Madison and is working to attain his Associate of the Society of Actuaries (ASA) designation. Prior to joining Wisconsin Medical Society Holdings, Justin double majored in math and economics at Nazareth College in Rochester, NY, then worked as a Technical Services Representative for Epic Systems.
Dave Serena, Insurance Agent
Dave has been an insurance advisor with Wisconsin Medical Society Insurance and Financial Services since 1995. He utilizes his knowledge and experience of working exclusively with physicians and physician practices to provide customized programs to protect physician groups from exposures to their practices and assets. Dave is a member of the National Association of Life Underwriters (NALU) within the National Association of Insurance and Financial Advisors (NAIFA). He is a recipient of the NALU National Quality Award and has been honored by Insurance & Financial Services as “Agent of the Year” for five of the last six years.
Anita Simes, CEBS, Fellow, Insurance Agent
Anita has worked in the insurance industry for more than 30 years and has been with Wisconsin Medical Society Insurance and Financial Services since 2008. She specializes in health promotion/group benefits, specifically working with large, self-funded public sector groups, and has served as an expert witness in arbitration/mediation cases with union/management groups. Anita earned a Bachelor of Business Administration degree with a pre-law emphasis from the University of Wisconsin-Whitewater and obtained her Certified Employee Benefit Specialist (CEBS) designation and fellowship status from the International Foundation of Employee Benefit Plans Wharton School program. She is a member of the International Society of Certified Employee Benefit Specialists and the International Foundation of Employee Benefit Plans.
Linda Syth, ACI, Chief Executive Officer—Holdings
Linda Syth is currently the chief executive officer of the Wisconsin Medical Society Holdings Corporation, a position she has held since 2007. Holdings’ purpose is to develop products and services that are valued by health care systems and physicians thereby helping to fund the Society’s mission: to improve the health of the people of Wisconsin by supporting and strengthening physicians’ ability to practice high-quality patient care. Ms. Syth has been with the Society since 1997 when she accepted the position of senior vice president of communications and marketing. Prior to 1997 she was employed by Oshkosh Truck Corporation. She is a graduate of the University of Wisconsin-Madison and earned her master’s degree from Ohio State University. Ms. Syth is on the state of Wisconsin Injured Patients and Families Compensation Fund Board, where she serves on the Actuarial and Risk Committees. Also, she serves as board chair of the Wisconsin Health Information Organization, a public-private All-Payors Claims Data Mart. Ms. Syth also serves on the marketing committee for the International Center for Captive Insurance Education.
